Essentially South Africa has been in a downward spiral since the mid 90s. As time passes the problems are only getting worse.
Canada is accepting White South Africans are refugees:

The South African Commando System, a voluntary and part-time force of the South African Army tasked with rural safeguarding and protection, was disbanded between 2003-2008 because, according to Minister of Safety and Security Charles Nqakula, of its " role it played in the apartheid era". Nelson Mandela supported the Commando System and it was not dismantled until he left office.
