It did go on sale (don't know how many were sold though), but before that it had already hit the tracks.

No, they just made this car. They did, however, produce drivetrains for various cars. In particular, for race cars.
 
The car reached the tracks in 1999 and left them in 2002.

I've never heard of them, I don't know anything about their company, and I don't even know how to pronounce it...but with the clues I was able to research the answer.
