This is will probably be very very easy:

2. It holds a few automotive world records
3. It's probably the most focused car ever built

Yep! The P50 is the answer. It's the smallest road legal car to ever into production, and I think it's also the lightest.
How light? 59 kilograms or about 130 lbs, that's lighter than I am!
