First, that's extra steps.
Second, tight corners and constrained height. You're limited in what trucks you can use to get in there. Most tow companies don't even *have* light duty wreckers anymore.
Third, everything you're doing is in close proximity to traffic and other parked cars.
Fourth, it's rear wheel drive (or 4/all wheel drive) and has to be towed from the front. As a result, towing wheels down may result in damage - so you need to put dollies on. The dollies are, again, extra work, and wider, making the constrained spaces even worse.

It's just stacking risk factor on top of risk factor on top of operational constraint.
