Is it just the impression that I got, or did the rider get in front of the car and then deliberately hold up traffic at the roundabout and the intersection by ignoring obvious opportunities to go?

He was on a scooter which suggests he could have been a novice rider and the roads looked rather greasy. I think he was just being cautious but that's no excuse for the other guy's behaviour. Sure, mutter a few expletives under your breath in that situation but chasing someone down and threatening to beat them up? The idiot lost way more time doing that than he had sitting at the intersections.
