In the cop's defense, squids like that tend to flee rather than pull over. Plus, he was picking his bike up, which, given the previous detail, could easily look like he was preparing to bolt.

Sadly, that's VERY common in mountain roads, and it seems to be that way anywhere in the world.

I think he was trying to operate a vehicle he clearly has no ability to handle.

It was obvious? he was gonna crash at some point.
 
I think trying to ram the car. Before the 2nd attempt, he gets a rod or something out of the sidecar.
