Not really neccessary as they're not the main subject of the photo. He could have erased the restaurant's logo and put in his own watermark without anyone noticing, though. Also, does the occurance of Porsches on this page and the last have anything to do with the page number?

Nah, that's definitely sensor dust. Dust in/on the lens doesn't even really show up at all in pictures. Also, non weather sealed lens on a non weather sealed body will let in small amounts tiny particles of dust over time. It's not bad though, only like five spots.

I'm trying to decide how to give this more contrast without making the tires solid shadows, i feel like the car doesn't stand out enough against the light background...

I'd lighten up the highligts a bit, myself. One thing you could do to separate it from the background would be to blur it more. Make a cutout of the car and the ground below it, copy it to a new layer, blur the background layer.

Easiest way to do it is to use color range to select the tires, then you can invert the selection and add contrast to the rest of the image. You can also brighten the tires a bit if you want. I'd also advice using burn to avoid blowing the hood, and use some dodge to the tires if you wish to.

Just a one minute job to show the idea, could be better, might not be to your tastes, I am not you, I did not have the original file to work with. But it's an example.
