I really like the part about his buddy rolling down the window...

The first question that comes to my mind is: How do you get a car out of park without depressing the brake? Maybe the driver left it in neutral???

It was two dogs in the car. One could hit the brake while the other shifted it into gear.
 
Being a late 90s early 2000s Grand Marquis, what are the odds that there isn't a mechanism to prevent accident gear change? The wagon can be shifted from park to any other gear with the brake. Now, if you wanted to go from drive or neutral, you have to press the brake.

Moral of the story, leave your dogs at home if you can't bring in the store you're at.
 
Some older cars can be shifted into any gear without even touching the brake pedal. This such safety interlock is only a relatively recent feature. I don't know if that semi-old Mercury is one such car, but if it is, that lady should really look into something easier for dogs to drive.
