It is most likely a modern Bonneville which somebody attached the plate to for that vintage look.

The black Triumph above is an 04-08 Bonneville Black with some mods - I think it's got a seat swapped off another Bonneville, and of course the custom front plate mount. '09s got EFI and mag wheels replaced the spokes.

Also has had the exhaust swapped out.
