I was intrigued so I spent the last hour doing some digging to try and find this thing, and got nowhere. Then I changed tactics and looked at the German plate prefix and the car manufacturer there. What you saw was a QUANT 48VOLT. The company nanoPRODUCTION apparently make the car in Waldshut, Germany but nanoFlowcell, the battery company is based in Kilchberg, Switzerland. Presumably the car has been going between the two places and is a test car of some kind. Nice spot! :D

^ Yeah, I could see him pedaling by his body movement. - What I meant with efficiency was that you can get this thing probably to a good speed on a flat road, but it looks so utterly dorky.
