This applies to shithole countries with a fertility rate of more than 2.1 babies per mother. Rich countries tend to have a fertility less than 2.0 births per mother so end up importing people from countries like India and the Philippins.
Couples, whether married or not, who have more than these number of kids and yet earn that little. Wish they'd pay people to voluntarily stop having kids if they cannot earn enough to adequately feed, shelter, clothe, educate and medicate.
