Also why doesn't the police just remove his jacket instead of rummaging through all his pockets. For all they know he could have a drug needle with AIDS conveniently placed in his pocket.

They're supposed to do a pat-down before jamming their hands in foreign places like pockets or anuses.

He could also be strapped with semtex and RDX rigged to blow whenever somebody removes his jacket.

You can't assume such an implausible worst case scenario. Plus, I don't want police officers to default to stripping people naked in the streets every time they make an arrest.

I understand removing belts, hats, stuff in pockets, and a general pat down. But let's not go nuts here.
 
well, it was the cops' fault for putting the note so close to the guy in the first place
