^well it does say "assume the role of a Chinese immigrant, and write a letter".
The dude/dudette did assume the role, but a bit too much, and therefore wrote his letter in Chinese, thus making it impossible for the teacher to read what he wrote in his letter

(wow it sound so much more lame when you have to explain it)

Pretty sure it's an english thing, there is a topic in year 5 in most primary schools over here about the gold rush and the Chinese immigration boom focuses is featured heavily. Got to go to a gold mine as an excursion!!!

Or it could be something completely different, I just remember a very similar thing we had to do for homework.
 
Aaah, maybe it's just me because I'm studying Chinese at the moment so that sorta registered as Chinese Homework.
