My fav moment must be when a guy brings in some handcuffs he found, Rick explains how they basically use a screw to open and close, and the guy that brought them in says "That's complex". No they aren't fool.

Well, the joke was that they put a sign announcing that they've made a very nice road way ... in the middle of the road way's pedestrian and bike lane. But if you translate it, it actually adds several layers of humiliation to the story.

So, to indulge you fine people of Final Gear, it roughly translates to this:
TL;DR: Go to the bottom.

The Ministry of Regional Development and Tourism

Project: The Development of Road Network in the Cultural, Historic and Tourist Zone of the City of Iasi

Beneficiary: The City of Iasi
Total value of the project: *total figure*
European Union contribution *roughly 65% of the project*
Government of Romania contribution: *roughly 14% of the project*
Beneficiary (City of Iasi) contribution: *1.6% of the project*
Date of Beginning of the project: 17.09.2010
Date of Completion: 16.??.2013 (which is corrected on by using the old "turn the 2012 into 2013" trick and the "paste over another month" trick)

Intermediary organization: (I don't know what the hell that means either, middle-man?!) The Agency for Regional North-East Development - useless agency to justify government jobs for friends of politicians

Management Authority: The Ministry of Regional Development and Tourism
Contractors: *a few Romanian companies and some German one*

"We invest in your future! Project selected within the Program for Regional Operations and co-financed by the European Union through the European Fund for Regional Development."

So this tells us the following:
1. The sign is there to let people know that there's a road project being built for their benefit and somehow the government and its agencies are involved.

2. So pretty much this is a sign to fluff up the feathers of politicians, whether municipal, regional or national, so they get re-elected again, because they made the project happen.

3. Of course, by the numbers, you can see that the biggest contributors are the following, in order of greatest contribution:
European Union 65%
*probably donations from private sector companies* 19.4% (this is not even mentioned, but you can see that the contributions from government sources do not add up to the total)
Government of Romania 14%
City 1.6%

Which tells us that the rest of Europe is actually the one that's fixing up our roads, and that the so called authorities that put up the sign to fluff up their feathers have done nothing but propose the project. And, thankfully, the EU government thought it was a good idea.

4. This sign is obviously in a touristy bit of town, by the looks of it it is on Copou hill, near the memorial house of THE greatest Romanian novelist of all times, Mihail Sadovenu. That's a go-to spot for buses full of tourists, or as is more popular, biking up the Copou hill to enjoy the wonderful scenic view.

TL;DR:

So, in summary, this sign is meant to fluff up the feathers of the ministry of tourism and make it look like they've done something nice for the country, while all they did was propose it, didn't even design it. In reality, all it does is show that we can't put up the money to build a nicer road to one of our country's most prized national historic sites and we have to use European and private funds for almost the entire project. ... all the while making those nice European tourists that paid for most of it do the limbo while riding their bikes up the hill.

The fact that the sign is blocking the road that was meant to make it easier to get there is just adding injury to the insult. Fucking pathetic. :(

Actually, IIRC, those kinds of signs are mandatory for EU funded projects. It is of course not mandatory that they they obstruct the project itself though:p.

Actually, it's a scenic walk area. People with cars use this area for recreational walks. It's also pretty much the park district of town, so people with bikes go there as well. Unfortunately, the city streets weren't very safe for biking, because the pedestrian area stopped after a while and taking your bike on the street in Romania is pretty much suicide. So yeah, even people with cars bike and walk around there.

I'd say it's a scenic drive, but it would amount to a short dive, it's like 2-4 km maybe.
