I actually leave reg/insurance on the mustang and wagon through the year to avoid a similar scenario(line too big and they close or some snafu comes up) Also, the closest DMV is 45 minutes away on a Saturday.

In Germany we have seasonal number plates, you can choose a validity period between 2 and 11 months, for example from April 1st to October 31st or October 1st to April 30th. The plates have two additional smaller numbers on them which indicate the start and the end month of the validity period. That way you don't have to deal with the registration office twice a year if you want to use a car only in the summer or only in the winter, you have to store the vehicle on private property outside of that valitity period though. The insurance and taxes are of course lower, but the insurance is valid for the months outside of the validity period as well, but only if the car is on private property and it gets stolen, vandalized or something similar. Incidentally that regulation has been instated almost exactly 20 years ago, on March 1st 1997.For a state with arguably the best automotive culture in the country, there really is no provision for people who store cars over the winter.
