Several in Trump's circle, or those wanting to be in that circle, have already stated as much. I also believe thatTrump has said that he would use the justice department to go after some enemies.

If he gets reelected, the times will be interesting.
 
He will take it to SCOTUS, this is just the next step.

Doubtful, as this one has some discrepancies between different lower courts. That's the type of thing that tends to get on SCOTUS' radar.

So, now appeals will proceed and this will be dragged out until after Trumps probable re-election, which is the point he will shut it down, I assume?

No, this is a state court ruling and can not be stopped by a president. He will appeal of course, but from the news report I just watched(live), this will drain his cash assets according to his own financial statement.
