Yes, that is a Rover 75 (well, MG ZT, same horrible POS and a great offense to the MG name) in Dallas on Mexican plates. Apparently it's been abandoned here.

Anyone know who we can contact in the British government to have this horrible pollution removed and taken back to England?

Apparently the shop the Rover/MG was abandoned at specializes in clownshoes. DS sent me another pic of a different clownshoe at the same facility.

I didn't even know those were on sale outside of Europe, can't think of a reason why anyone would want one. They did do one with a Ford V8 but it's still a Rover 75.

Lady Bird Johnson's (wife of President Johnson) car is now back in Texas. They only made 27 of these limos and few survive. All pictures clickable.
