Students are not allowed to offer sex as payment for driving lessons, however the driving school can offer driving lessons with sexual favours as payment.
This doesn't make any sense to me.
Are the lot of them on shrooms?

IIRC, prostitution is legal in NL. Thus you probably have to look up the usual rate for the services "rendered" and pay based on that. Certainly, if I were a Dutch tax worker, that's how I'd HOPE it would work. Either that or videos.
