Top Gear track and the 'eco-village'?

I remember reading in early June about developers (Rutland Group) planning on turning the Top Gear track (Dunsfold Aerodrome / Surrey airport) into an 'eco-village' with 2600 homes. I read that the 'local council' has thrown out the idea but there was supposed to be a final say on the proposal in September.

Does anyone know what happened to the idea? Is it canceled, postponed, or going through? Please link to an article if you find info on it, thanks.
