Use Malwarebytes.
 
Boot into safe mode, then run a scan with a real anti-virus. I suggest NOD32 with Potentially Unwanted Program detection on. It should be able to detect and remove the program.
 
Any respectable antivirus should clear those out right away. Symantec has more on the modus operandi of these fake spyware scanners.

I think in that video it showed the attackers using a ukrainian server so it's probably that they don't know US uses dots instead of commas, I myself didnt notice it.

Since I'm the resident Symantec whore I'm going to post yet another video (lest we should create a "scary stuff that goes on on the internet"-thread) about some of the stuff that goes on out there. I posted a similar video in the random thoughts thread, that was about Zeus, an impressive botnet with 24/7 customer service provided by the authors and an impressive updating pace to counter antivirus definitions.

This one is another demonstration of a toolkit avalible (Ghostnet, comes with a very nice GUI), only this one also includes advertisement footage from the creators. That part comes on at ~3:35 and it's pretty scary stuff.
