yes it is... But the only speed limits are at D?ttinger H?he (the part you see on the webcam), and the second entrance at Breidscheid. So apart from that you basically have the same dos and donts as you do on the Autobahn. So driving properly fast is really a massive grey area, as there is some law about "gezieltes herbeif?hren eines instabilen fahrzustandes"...

^ Yes. You just go and save each image and use software to put it into a timelapse video. Just as you would if you had photos taken on a camera - only you don't have to worry about actually taking them, the system does that for you.
