Of course there are a lot of ways to pass inspection. But after that, you either drive around with the proper ride height or you risk being caught by the rozzers.

But again how would they know/what reason would they have to stop you? As mentioned above 6 series BMW has stock suspension that is already too low. There are different trim levels of cars some get different suspension. If your suspension is adjustable the po-po catches you riding low issue you a ticket so you go to an inspection station after you changed your settings to legal again and go to court with a clean slate saying that the cop is a moron and can't measure.

Most aftermarket suspensions are adjustable, there are not many cars that get shock/spring combos that are of set height mostly because it costs too much to develop it since all cars have different specs. Much easier to make a coilover with and adjuster and just provide mounting hardware for different cars.

They won't stop you if it's 5mm too low. They'll stop you if it's suspiciously low, or if they pull you for speeding they'll check it out as well. Things like that. Of course they're not gonna fucking stop you for it at random, just like you can drive around without your seatbelt for years if you're lucky without anybody stopping you. But the point is they CAN stop you.

Which is exactly the problem. This is giving dumbass cops another excuse to pull you over for no reason. It's like tint laws here, you cannot have tints on your car period (in my state) yet plenty of people have them and no one really cares too much about them but if a cop wants to stop you it's just another excuse that has nothing to do with anything.
 
unfortunetly here by the law its sorta guilty til you prove yourself innocent. so if the police pull you over and fine you saying your too low or changes suspension after the laws came in it is up to you to prove your innocense. which will likely involve writing many a letter to authorities and getting the car checked by a mechanic and even court.
