It's not that the Chinese don't negotiate, they just don't mind shooting hostage takers dead. Google it and you'll find more instances of hostage takers being shot dead.

I just saw a video of a different hostage taker getting iced (from one of those shocking videos omgz sites with porn and snuff, so no link for you), and it seems standard for a guy in a grey shirt to be the negotiator and a guy in a black shirt to be the closer. The Chinese are an efficient people.
