The upper sign is obviously the sign for a pedestrian only path/way, right? Why is there a "max weight of 2.8 tons" additional sign? Oh, right, it's not a pedestrian only path/way, it's a short cul-de-sac with parking spaces for the houses there. According to that sign you aren't allowed to drive there with your car...

Truly a sign for the stupid.
You'd be surprised how dumb people can be. Lava flows can also be confusing, there are hollow lava tubes that can collapse if you walk on them, but there's often no indication you are walking on a lava tube from the outside. Additionally, there are many cold lava flows all over the island that are safe(ish) to explore and walk on, but fresh lava can look cold on top as it cools and forms a rocky crust.
 
Can we go put two more red circles around it and maybe a + sign in the middle?
 
Is that sign located in the very center of Town Centre, kinda like how every direction is south from the north pole?
 
Both of those aren't official signs, the second would only be official if the horse would be replaced by a bicycle. That said, that sign was at the start of a path which clearly didn't have two separated tracks so if you wanted it to make kinda sense the pedestrian and horse would have to be on the top and the bottom halves, not on the left and the right halves, indicating it's a shared path. Thad said #2, those signs are there to indicate that the following path/way is compulsory for the displayed modes of transport, but there was no road parallel to that path so it didn't make sense to use that sign there anyway...
