Well, you could say it's a diplomatic capital. And it is the financial capital of the Western world (soon to be London).

WA: Seattle
CA: LA or San Fran
FL: Miami
Australia: Sydney

And thats not just kids either people just assume the biggest most famous city in the state or country or federation in some cases is the capital. Its a natural assumption to make.

Sydney isn't just state though it's federal! so Canberra can be a bit more upset (asides from being a hellhole in the middle of nowhere)
 
When my wife was living in Manhattan for an internship back in college her one bedroom apartment was 3,500 dollars a month and this was six years ago.
