I was just watching cars from a Danish car event: ("DHB" Danmarks hurtigste bil = Denmarks fastest car)
And i was surprised to see how little very bad cars there was. But here is some of them:

I know that in Germany if you have tinted (blacked out) rear lights you have to have these reflectors. I guess it's if you have a black car with blacked out rear lights and it stands unlit at a dark street it's hard to see when you approach it since the rear lights don't reflect your headlights.
