Yeah, Dubai =/= Saudi Arabia.

For one, Dubai's oil industry only contributes 6% to its economy. The rest is mostly from real estate and tourism.

They could, but they would lose most of the West. The US can build new nuclear plants or use its large supply of Nuclear power plants.

You are aware that uranium is likely to run out before oil does? Especially if you build lots and lots of new nuclear power plants. At the current rate, all our natural resources from coal over copper to iron will run out in the next couple of centuries.

Given adequate demand and depletion of the richer ores, uranium can and will be extracted from sea water. Combine that with reprocessing and it'll last considerably longer than oil.

Long-term future? Not fission, no - more likely fusion.
Medium-term until fusion is viable commercially? Fission sounds best.

Dubai: Awesome until you read about labor practices. And then realize that you've gone on a vacation where the only fun things to do involve air conditioning. It's like going to Phoneix in July - I'll pass.;)

Speaking from an American perspective, doesn't SA contribute less than 10% of our total oil consumption? The overwhelming majority is from Canada and our own resources right? If we curbed our fuel consumption, I'm sure those resources would be more than enough to continue our plastics production as well as the other uses of oil products.

Saudi Arabia foresee a lack of money? Where have your golden faucets and silver audis gone? sell them, for a start. When you'll have got rid of them, and still starving, then we can see. Until today, Saudi Arabia (the ruling part of it, actually) had fun with its legally earned money, and Saudi Arabia is also among the countries that received the least of messing-up by western countries. So... what will they offer in exchange for money, when hard times will come? Then we can speak of help.
