I think it's simply a model name decal from some Chinese car. IIRC the horizontal line simply means 1 in Chinese, so possibly something form FAW (First Automotive Works).

Especially when it comes to driving badly-modded cars, it's "Proll".

That goes for "classic" german-style chavving. There are distinct types of stupid modding preferred by drivers of turkish/arab and polish descent, respectively (tacky faux-chrome half-moon decals for example). In this cases, the term simply is "T?rke", "Araber" or "Pole" and any derogatory term for members of this demographic you can imagine.
