The chinese police needs something with a bit more overtaking power than some 100hp Cherry shitbox.
If I were him I would have let off a bit, and then get some of extra speed while feinting my overtaking side.
Thats a better option than trying the same futile overtaking move for 7 freaking minutes.
They don't have to fulfill 20 health&safety conditions before they can give someone a ticket in China after all.
